There are many ways to do this.

 

select the state you want by clicking on it. (It should be highlighted)

Right click on the layer

Click selection and select  and create layer from selected feature.

 

An other easy way if the state is not a poly but made up of many lines

Open the attribute table

Find the parts you want to keep and delete the rest.

Close the editing and save

Your shape file now only has the state you want

 

Like I said there are many ways  to do this.
