All I can see that mapserver, as for instance, carry mapfile (.map) and data to the client through internet. When we talk about the internet and database functions there should be php in action. Php on the other hand can be sometimes cluttered and complex. Codeigniter is a framework or style of writing php application that helps developers to quicken the processes of building, deploying and troubleshooting php codes. It makes the whole process faster and safer. CI is just a framework. It can also work with other languages like perl, python and c.
