for easy creagting i would suggest to use geoserver, openlayers and some customizing on the HTML-Document. What you can achive can be seen here (i have done this in less the 12hours)

I think build web application based on google earth/maps is quite easy and fast. I have used geoserver in a long time before I try google earth plugin to build web application. If you use GE or GM plugin you don't need install any map service on your host. It's very useful and valuable and the most important that the speed of display map is very fast

you can create similar using google earth gadget from this link

for your own data, just placed your KML/KMZ data to your server and accessible from webserver, then placed it to URL bar,

the built application can be embedded into html page and could be customized more using javascript and google earth API
