can GIS be used in traffic congestion in urban cities

GIS (ArcGIS, TransCAD, etc) are WIDELY being used in detecting/solving/evaluating traffic congestion in urban area.

The most common use included estimating demand as part of the travel demand modeling process(4-step model, activity based model), evulating level of service (LOS), and many many.

These transportation analyses are highly technical requiring YEARS of transportation researching. After all, gis is only a tool. What is important is your theoretical knowledge of transportation analysis and practical understanding/implication of congestion.
